Improve split test rendering "flash" `part 2` about gatsby-theme-newrelic HOT 6 CLOSED

@jpvajda @rudouglas @aswanson-nr I was able to get LOCALSTORAGE set for split, with the help of @clarkmcadoo. The solution to this was to upgrade split from 1.2.4 -> 1.3.0 to enable isReadyFromCache to work. There is a ticket that some other developers were encountering that denied the ability for isReady and isReadyFromCache to work AND work on localhost. I was able to upgrade the splitio-reactpackage on a testing branch. I would want to make sure I upgrade the version correctly on the theme if someone would want to assist with that.

Steps to reproduce:

• upgrade splitio package

• configure gatsby-config.js file

        splitio: {
           ... ,
          storage: {
            type: 'LOCALSTORAGE',
            prefix: 'THEME_DEMO',
          },
          ...
        },
