Setting default version to zero will be problematic because uploading the archive puts the version in the name of the file. I am going to keep the default version as 1.0 for now until this is addressed with a future state machine which will keep track of the state transitions.

I would suggest setting default version to zero as discussed but hardcoding
version 1.0 into the file name as the temporary solution. We do not have
versioning for this round, so all files will have 1.0 as the default.
If we try to reset drafts to zero at a later stage, we will have to alter
any drafts that have been submitted until then (sometimes people leave
drafts in for a long time).

OK. I will hard code the filename to 1.0 version. NGT id is automatically assigned the next available id if it is version 0.

I think we should at the very least set the version to 1.0 when they submit a dataset for this release.

Yes - version for the dataset should be 0 for draft and 1 for submitted.

I still have to get my head around the entire state machine but in this
version of ngt_archive changing the version will not create a new dataset
record in the database. The version field will merely be updated. Is that
satisfactory for this release?

yes that is how it should work for this version. When a record is
submitted, draft version no, changes from 0.0 to 1.0. Question is if they
keep saving multiple versions of the drafts, do we increment the version
numbers? I wouldn't do it for this release, but something we should think
about when we have full versioning.
