Create tables for CMTSs and IP pools for generating dhcpd.conf about nmsprime HOT 1 CLOSED

We will need two database tables:

• cmtss (hostname, type, bundle_ip_cm, bundle_ip_mta, bundle_ip_cpe, bundle_ip_cpe_pub)
• pools (net, netmask, pool_start, pool_end, static_start, static_end, type(cm, mta, cpe, cpe_pub), router_ip, dns_ip1, dns_ip2, dns_ip3, broadcast_ip) => as much as possible should be filled from global config

This will be used to generate a class file per CMTS:
