there are very little spawnpoints in this region, you can try settng bootstrap to 70m and rerun with --bootstrap. you might need to modify code the keep it swapping accounts to death.
and enlarge the region

Bootstrap with polygon has a PR for it. you can just use an approx box around the zone and they will move into the polygon those workers that are outside
