your VFs are not "disappearing" as per se, it is just upon release the tag is not cleared from them. but they are assignable. and supposedly the "wrong" tag will be overwritten anyway during the new assignment, so it is more of a cosmetic fault
as to why the tag is not being cleared during the release, see #246 (comment)
VF resetting is happening in the SR-IOV CNI, not inside DANM. if it is not happening, that's a CNI issue. make sure you use latest availabe versions from everything, apart form that not much we can do about this in DANM
