I thought that Xcode 5 doesn't have the iOS 6 SDK. What is your "Base SDK" in the "Build Settings" set to?
If you really do have the iOS 6 SDK, I would try switching to the Xcode 4 command line tools and building an ipa from there.

I copied the SDK from Xcode 4 into Xcode 5. Works fine. Base SDK is iOS 6.1.

shenzhen might need to support the -sdk flag to xcodebuild, but at the same time I don't think copying over the SDK is officially supported.
Can you try switching to the Xcode 4 command line tools (Preferences -> Location)? My theory is that it'll default to the iOS 6 SDK, then it'll work.

I no longer have Xcode 4, and the project is using Xcode 5 specific features anyway. Sorry. Supporting the -sdk flag sounds exactly like the solution I need.
