Okay what I found was that at some point I added code that resets the "retries" counter on a file watcher. I've now adde code that resets the retries counter a second time to what it should be after the connection is retried. It's a little tacky but it's rather isolated now. I also had already fixed the deadlock in #660, but forgot since I was using that for the unstable base. I will return that fix in a new contribution.
Files may have 6 max retries. It's not much, but honestly I think the must exist logic should just be default.
