The root cause of this issue is that the GDAL (Geospatial Data Abstraction Library) is already present on *nix systems. This package is not present on Windows and needs to be manually installed onto the machine.
GDAL can be compiled from source, but there are pre-compiled binaries available from the Laboratory for Fluorescence Dynamics.
