Request to publish SIG Issue Triage Guide about tsc HOT 4 CLOSED

This feels like something that should be part of the community repro. All other SIGs can then reference it as required.

As there was no public guide, we ended up writing our own. See:

Would be good to get these aligned with the common guide.

• Community repo is the appropriate location
• We should standardize label usage across all sigs
• @forhalle will create a PR and have it submitted to the tsc mailing list (work with ninepoints)
