You have to use test_dependencies.txt, as now the flows go through PIP.

The problem here is that a Production/Stable module cannot depend on a Beta module. It's a new check we have on 15.0.

If the dependency is really a stable module, then promote it through a PR. It has to comply with the maturity level rules.

@MiquelRForgeFlow The rule has been documented forever on https://odoo-community.org/page/development-status, and it makes sense no ? Of course rule that are not enforced are not followed, and it's normal too.
