I tested this code with Eliom 6.13.1, and it works fine. The issue exists with the current version, 8.6.0. With the current version of Eliom, I'm also experiencing this issue when following the tutorial in the manual.

This has already been fixed some time ago, but the fix has not been included in the right git branch.
This is now fixed and merged in branch master of Ocsigen Server. Opam-pin it to test and tell me if it works.
We will release version 4.0.2 of Ocsigen Server with the fix as soon as possible.
