The remote version of this has been addressed by creating automatic Google Cloud Run deployments in #124

This is a significant feature and might just turn the local services into a much heavier feature than they are already. Local services can already be run in separate environments if set up to do so, so I'm not sure this really adds much any more. Decision required about whether to proceed.

I think it's not something to focus on (at least for now). Running services locally isn't the main way of running them and, as far as I know, is only used by developers to test them before they're deployed. Can we assume they have the requisite knowledge to use the correct environments for them?
