Demo: IaC deployment from an ARM template from Dev->Test using actions [Steps] about governance-script-sandbox HOT 4 CLOSED

I'm going to have this be a web app deployment into an App Service. A) because I already have it working in ADO -- including a working ARM template, no sense in rebuilding the wheel -- the existing demo uses the .net Core started default web app, and b) because its an Azure service that all customers should be able to understand. As the discussion should be on GH, not on Azure Architecture

Closed. Deployment is done. We can discuss the rationale of using table storage for variables, but this is exactly how we do it in ADO, so there is a good story there. We can reopen later if we decide to change it, but this works.

Note that you'll have permission to run this, and it will build in my Azure account. You won't be able to access the app service after, but you should be able to hit the web site at: https://as-totestghgovenv.azurewebsites.net
