Note that it's using 60M of memory, with sessions, mod_pagespeed's cache, and legislators and bills all stored in memcached.

Oh, wait—I've capped it at 64M. Well, yes, I guess it is using 60M. :-/

I've got it up to 192 MB, having topped out at the prior level of 128 MB.

I switched from Memcached to Redis, since Redis is Memcached-compatible, but data survives a restart.

Nah, Redis is too much trouble. I mean, not generally, but in terms of porting from Memcached. We're using Redis for session data, but Memcached for everything else.

I don't intend to bother with page-level caching. There's just no need—we cache everything else, and generating pages from that cached data is fast.
