I've made some big steps in the right direction:
It remains to:
- remove the hover events
- restore some sidebar functionality
- move the search box to the bottom
- fix the enormous leading on the bill history and comment form
- make the menu visible
- increase the size of the logo
(Among other things, no doubt.)

I just checked Google Analytics for the first time in a few years (don't judge) and it turns out that a majority of site traffic is now on mobile devices.

Somehow the menu doesn't suck on mobile anymore? I'm not sure how.
