Strictly speaking this is an installer bug - we don't bundle legacy.dll into MSI and don't copy it to a proper directory where openvpn is looking for it:
14.51.36,8328895 openvpn.exe 5172 CreateFile C:\Program Files\OpenVPN\ssl\modules\legacy.dll PATH NOT FOUND
Let me fix the installer.

yeah moving it to ssl\modules directory allows it to work in OpenVPN.

Yes that fixes it for me for openvpn. OpenSSL cannot find the module but that is a different issue but also not so important.
