@hanetzer openwisp-config uses a "pull" approach, that is, it periodically queries a server via HTTPs to find out if there's any update and download the configuration which is then applied.
Yes it's possible to expose an HTTP endpoint that returns an OpenWRT configuration tar.gz, it's also possible to push the configuration via SSH and restart the deamon in order to apply it.
