Working through about 15 candidates today, I measure the mean delay as still about 9 seconds. So, I don't think it's gotten any worse in the last month or so...

I'd begin by verifying whether it is indeed a database issue or a code issue. Check Cosmos DB for HTTP status 429.
I'm inclined to think there is either resource constraints on moderator portal (App Service) or just inefficiency in frontend.
Akash:
I suspect there are 2 issues here - one with the DB schema design and one with website running too expensive queries.

Note that this "slowness" is observed by Scott and Dave in other parts of the site, beyond submitting an annotation. From the Oct 2021 hackathon planning document:
Dashboard page takes ~7 secs to load. Is our current solution scalable? Dave and Scott agree that loading of other views (e.g. recent candidates) may also be getting slower over the last ~6 months.
