Release packaging about gdal-grass HOT 5 CLOSED

• I wonder where to change the setting in GH that the repo name is included in the released files

from gdal-grass.

I believe it is necessary to make a "publishing" GH workflow, which tarballs and uploads via https://github.com/softprops/action-gh-release. I did something similar at https://github.com/ctypesgen/ctypesgen. I can see what I can come up with.

I was not able to find a release package of gdal-grass at https://download.osgeo.org/.
