Please explain how we could numerically, universally quantify value and accuracy.

There is no formulas or schemes. Priority could be set by the community's decision. I.e. we have two major imagerys available in our country - Bing and ORT10LT. While Bing precision floats from high to average(http://blog.samat.org/2010/11/30/Bing-Imagery-Misaligned-at-Lower-Zooms) while our local imagery precision and resolution is very high in whole area. But default imagery in editors is set to Bing!?
Editors could use this property for proper default imagery selection.

I'm not seeing a clear proposal for how we could do this. There's no total ordering of "imagery quality" given the varying use cases.
