Refactor XML list into regions about editor-layer-index HOT 5 CLOSED

My original vision with this is that each source was its own file and the
build scripts would recombine them into the various output formats.

Using imagery.xml was a stopgap until the sources were split into their own
files. Now that they are, the imagery XML should be deleted and build
scripts be updated.

Thinking: each source will be its own file, but all build scripts should recursive-glob so we can have structure like sources/africa/foo.xml, which is useful for organization but doesn't have any specified meaning?

Yes, we definitely want to be able to put some structure to the single-file JSON directory, I have no clue which files are for which region, and there's 116 right now.

I'm going to close this for now with @jfirebaugh's pull request. We might want to split the individual files for each source into their own directories, but don't need to.
