You can check if it downloads the zip correctly, because I think that may be the case :).

yes, you are right. I downloaded zip file manually and it was 16Kb only, however should be near 7,4Mb.

My citizen server was running as ecs + S3 and i did not find the root cause why zip file is 16Kb.
So i disabled S3 and use file in citizen server and now issue gone.
