That's fine for the first node, but do you know how you would determine the RPC ports for its neighbours? The JSON blob from /network/connections only gives you the node peer-to-peer port, and not the RPC port for its neighbours.

Hm... I'm not sure there's a way to discover RPC port. RPC may not even be turned on. One heuristic could be to make node port parameter a list or a range and try these ports. Network topology discovery would probably better work over P2P instead of RPC, but I'm not sure what libraries are available for that or how hard it may be to write one (other than code Tezos code in OCaml).
