I've reproduced the issue and figured out what is the reason of this.
The initial boot of boot2docker guest takes a pretty long time, so Vagrant tries to run docker provisioner when the docker daemon is not running yet.
Vagrant waits only for ssh being available in the guest OS but it doesn't wait for a docker daemon availability. I don't know how we can workaround it on the box side.
The only thing I can suggest is the following workaround for the initial run :
vagrant up --no-provision && sleep 10 && vagrant provision
from boot2docker-vagrant-box.
