Commit c1fef8f adds an initial implementation of the planned CLI tool. It is currently only capable of simplifying the creation of new smart contract projects. However, this should be sufficient for the start.

Issue closed since its scope is too general. We need more fine grained issues at this point since ink_cli (the tool) is already there and just needs more polish.
