Thanks I managed to identify the problem. The problem is i guess with Mattermost API (not sure applicable to slack also). The channel name is case sensitive in my case and if changed from #DEV to #dev , i able to receive notification.
Another issue noticed is icons are not appearing in the notifications in matter most. the icon URL is accessible but not displaying inside channel.
