ok, I found the reason. Per config under my /usr/share/cups/mime/mime.types, i should change the MimeType to "application/vnd.cups-pdf". Say,
fis, _ := ioutil.ReadFile("SO20100085.pdf")
document := ipp.Document{
Document: bytes.NewBuffer(fis),
Size: len(fis),
Name: "Label",
MimeType: "application/vnd.cups-pdf",

from go-ipp.
