Thank you. I know it is not recommended but they are a must while you
develop on localhost.

Download this .pem to your computer: https://curl.haxx.se/ca/cacert.pem
then add this option
$curl->setOpt(CURLOPT_SSL_VERIFYPEER, true);
$curl->setOpt(CURLOPT_CAINFO, '/path/to/cacert.pem');
or just add following to your php.ini
curl.cainfo=/path/to/cacert.pem
