I am sorry, but Linux Mint 17.3 does only have Gtk 3.10 available, see http://packages.linuxmint.com/search.php?keyword=libgtk-3-0&release=rosa§ion=any
But Peek requires at least Gtk 3.14 to work, and I won't invest time supporting older versions. I am myself not very familiar with Linux Mint (even though I used it for a short while a few years back), but you might be lucky finding a PPA for a newer Gtk build somewhere. Or you upgrade to the new version

I installed recent Gtk from the following PPA but unfortunately I'm still get same error!

Yes, looks like the version of Gtk from that ppa at https://launchpad.net/~gnome3-team/+archive/ubuntu/gnome3-staging/ is still only 3.12 for Ubuntu Trusty, which probably is what your Mint version is based on. I am not sure whether there is a reasonable way to install Gtk 3.14 or later, sorry.
