I've just tested a brand new deployment on a Debian 8 (jessie) Docker container using pmacctd 1.7.0-git (20170705-00) (master from GitHub) and I've got no problems using your configuration.

Just one note about the trigger JSON configuration file: you need to remove the comma at the end of the last line:

"InputFile": "/var/lib/pmacct/plugin2.json",

                                           ^

Since I have not been able to reproduce your issue, I can suggest you to double check permissions on Python binaries, triggers and on the /usr/local/bin/pmacct-to-elasticsearch file.
