Nevertheless, it's not normal to modify first element when an other non-existing is invoked!
=> Error message are best!

Do you really save in bookmark a specific category management page?

I agree, but it will be very difficult to have error message for every GET input test a user may do.

No every get, only "ID" get.
So, if there are a restrict administration (partner user), check of id will ne necessary.
