I implemented this by changing the following function:

        function _setBindings() {
            var $next = $e.find(_options.nextSelector).first();
            if (_options.autoTrigger && (_options.autoTriggerUntil === false || _options.autoTriggerUntil > 0)) {
                _nextWrap($next);
                if (_$body.height() <= _$window.height()) {
                    _observe();
                }
                _$scroll.unbind('.jscroll').bind('scroll.jscroll', function () {
                    return _observe();
                });
                if (_options.autoTriggerUntil > 0) {
                    _options.autoTriggerUntil--;
                }
            } else if (_options.autoTrigger === false && _options.autoTriggerUntil > 0) {
                _$scroll.unbind('.jscroll');
                $next.bind('click.jscroll', function () {
                    _nextWrap($next);
                    _load();
                    return false;
                });
                _options.autoTriggerUntil--;
                if (_options.autoTriggerUntil <= 0) { _options.autoTrigger = true;_options.autoTriggerUntil = false }
            }
            else {
                _$scroll.unbind('.jscroll');
                $next.bind('click.jscroll', function () {
                    _nextWrap($next);
                    _load();
                    return false;
                });
            }
        }

Set autoTrigger: false and autoTriggerUntil: 1 and only first time the button is shown

This type of functionality would be better served by parameters passed to your server side call in your nextHref value. Your initial call would load 18 results, and the URL for your "Next Page button" (nextHref) would be something like /url.json?start=19&end=50.

IMO, the amount of data returned for each scroll instance should be controlled by your server side (or static) script, and not by jScroll itself.
