Andre,

The diff file is what needs to be changed in the src/tools/msvc directory.

I need to merge this jconway#19 but the diff
file is in there

I had to install cygwin as well to get many of unix tools.

If anyone has method to make a plr.dll, I am all ears. I want to repeat it
with the exact same version of Visual Studio, the exact same version of
PostgreSQL, and the exact same version of R.
