Looks like a newer version of PackageManagment is installed.
and the script microsoft-IsvExpTools.PowerPlatform-BuildTools.tool-installer.PowerPlatformToolInstaller requires 1.4.7

Was able to work around this by running a powershell 'step' before this task with the following:
Install-Package PackageManagement -RequiredVersion 1.4.7 -Confirm:$false -Force
from power-platform-alm-starter-kit.
