I'm using a Nexus 7 too for my tests so you should be able to trigger the issue.
Some precisions : The app crashes when I try to purchase again, not when touching the screen anywhere as I first thought.

You can apply a temporary fix by preventing user from double tapping "buy" button.
Also, I'm going to fix it today.

The app doesn't crash anymore. However, no popup is shown.
This only really happens when I :
- Click buy. Popup is shown
- Hit the home button to put the app in background
- Go to app drawer and click on the application
- The app is restored BUT popup is not visible. From what I understand it's like it's still opened, but hidden
- I click on buy again. Nothing happens : no crash, no popup, no log in logcat.

When I hit home button and then restore app, popup still there, don't know why it disappears in your case, cause it shouldn't.
Try to remove fullscreen mode in Aplication-app.xml:

Fullscreen is already set to false in my test application. This also happen in fullscreen mode, however.
I also have a similar issue on Galaxy Tab 2 so it's not my device. Maybe it's the Android version installed ? My Nexus 7 is on 4.2.2.
Keep in mind that relaunching the app from the "recent apps" does work as expected.

I'm having the latest Android version as well.
Then, what do you mean by "app drawer" and "recent apps"?

App drawer : Opened by hitting the icon with 6 squares in a circle located on home screen
Recent apps : opened by hitting the icon with 2 rectangles on top of each other located in the softbar at the bottom of the screen

I also try calling dispose() but to no avail. A quick fix would be to call _act.finish() in your Billing class dispose() method. That wouldn't fix the real issue but one workaround is better than nothing :)
