We had this issue of creating unique challan IDs when mutiple users may be creating challans from under same Police Station at same time. (By the way how many users can we expect to use this app simultaneously under one police station in worst case?)
Also the requirement is, Challan ID has to be unique. Moreover, this unique ID is to be generated without connecting to the server (to check existing challan IDs).
So, the way we thought of resolving this issue was to generate this number based on the current time in seconds minus some fixed time in the past (say 0000 hrs 01 Jan, 2017). This is why this is such long number.

Worst case scenario could be max 10 people using the app at the same time parallely within a one police station
