I also noticed that even if I do the ReactDOM.createRoot and get the stylesheets inside my shadow dom they still remain in my head element so I do infact get duplicate stylesheets with Preact. When I did the exact same thing with my corresponding React app I only got the style sheets inside the shadow dom.

You've forgotten to import render from Preact, the console will tell you that render is not defined.
I wouldn't recommend calling both register & render, that seems like it'll cause issues.
