Create a single point for tracking package version about prefect HOT 2 CLOSED

It's very important for this to be exposed in Prefect itself, since flows may need to know their version to talk to the server on a deprecated API.

I think I vote for method 1, which looks the scariest but seems the most practical. As long as __version__ = '0.2.0' is created in __init__.py, we're fine and I think we'll get an automatic unit test fail if it isn't (since there will be no version to install)

We should also consider https://github.com/warner/python-versioneer as this will be much more subtle in how it updates __version__. For example, right now if we released 0.2.0 to users, our customer flows would claim to be using 0.2.0. As we continue to work on our local machines, our flows would too even though we are working in a 0.2.0+e development version. With versioneer, our flows would actually correctly record that they were created on 0.2.0+sha-noise where the sha-noise relates to the git commit hash.
