Create new CHIP specific UUIDs for CHIPoBLE about connectedhomeip HOT 6 CLOSED

I have some experience with this from getting the Thread Group UUIDs assignments from the SIG.
I can forward the relevant forms and process details to the Tech WG Chair.

This is a bit of a legal / procedural milestone -- wasn't aware it was assigned to me until now, but I can get the process started. I'll get the required SIG forms together and fill them out with an initial first pass. It may then need to be handed off to an official CHIP signatory. I'll seek to have the forms handed off for review by 15th.
