Comment Levels about fluent HOT 9 CLOSED

I like this! It makes a lot of sense to me and feels cleaner than sections and single-level comments

Apart from the Markdown-like readability, this would also make the FTL more familiar to people who know properties (to the point where the same syntax highlighting can be used with acceptable results) as well as to people who know some Python (which often is one of the entry-level languages picked up by newcomers to programming). FTL already uses the indentation pattern similar to that of Python.

I worked on a few files for 0.5 and noticed that the space requirement after #|##|### looks weird for empty lines: https://reviewboard.mozilla.org/r/208354/diff/2#index_header

Maybe we should allow for [#|##|###][ |EOL]?
