I don't think this is a problem related to the go-offline-plugin. Your pom.xml does not work even without using the go-offline-plugin.
The libraries published in the google maven repository do not seem to be standard conform. They depend on other aar packets but do not specify the type of the dependencies. Since the default is jar, maven tries to download .jar files which do not exist.
Since gradle is the default build system for android I suspect that google uses a plugin in gradle to make .aar packets the default. How to get it to work in maven I sadly do not know.
