Using historical reality, the easiest thing to do is to use the voter turnout data of the last election from Elections Canada (attached). The tricky business will be applying this to the new electoral districts. Do you have any processes or data for mapping old districts to new? Alternatively, if we had a list of the total population of each of the current electoral districts, we could apply either global or regional multipliers to estimate the number of likely voters in each. Those multipliers can be determined from the attached data. Do you have such population data for the new districts?

Thanks. It is a good idea. We have the populations of each riding from Census data already in the repository (ridingPopulations.csv). We can look at the actual turnouts from the previous election and apply the mean turnout rate from neighbouring ridings times the riding population to get an estimate for new ridings.
