IMHO, it should be a fail, because it doesn't make sense not to have at least a single valid operation?
What do you think @imranashraf , @Nader-Khammassi ?

In my opinion it should not fail and the following should be a valid minimal example:
version 1.0

Issue can be closed as it has already been addressed by latest commit d291928
from libqasm.
