Upgrade docs to Rails 4 about railsbridge-montreal-website HOT 4 CLOSED

I will fork the new docs from Railsbridge central (which use Rails 4.0) this weekend, and add the stuff we modified on our repo (mostly Installfest stuff). Then we can take it from there if we want to modify anything else.

OK, I ran through the newly forked docs for Introduction to Rails (formerly Intermediate) against Rails 4.0.3 and don't see any required changes.
