@robertmaynard noted that the pinned dependency is causing cudf's nanoarrow patch to be skipped, whereas the unpinned dependency build does apply the patch. Seems like we either need the pinned build to pick up corresponding dependency patches automatically or have the build that generates the pinned dependency json file to include patches of those dependencies.
