@RobertEcker Looks like the problem comes from using an outdated package, as that package is deprecated more than 4 years ago as per reactphp-legacy/whois#15. Accordingly, this will try to install a somewhat dated version of this EventLoop. Using a current version, I can not reproduce this problem you're seeing (see also the test suite that comes with this project).
I'm not sure how much interest there is for an up-to-date whois package, but I would usually recommend filing this downstream. If there's enough interest, I'm sure this is something that somebody will pick up again.
