This is effecting the user manager that I'm working on (actually just an enhancement to the authentication plugin). I need a static list of list registered plugins that never changes as well as the sub set that the current user has access to (which would change on each authenticated context).
I'm curious how are you approaching this fix. I had some ideas as well but don't want to step on your toes.
