NPE in modify (group resize) after recovery about orca5 HOT 4 CLOSED

@YufengXin thinks this problem is not serious enough to hold up reopening the testbed. He thinks we can make a fix and redeploy controller code later (1-2 weeks from now, based on @vjorlikowski availability).

I did some more tests and this NPE appears not harmful, so I just checked in a fix to catch this NPE and the modifying works for both intra- and inter-rack modifying.

So please build and deploy with the latest checkin.

I will keep the ticket open for further investigation.
