Thanks, I made a mistake, it should be {axis:weight=700}

All other text tags in RenPy follow format "tag name" "=" "parameters", e.g. {a=jump:somewhere}
The axis tag is the only one that uses "tag name" ":" "parameter" "=" "value", e.g. {axis:weight=700}

When filtering tags RenPy considers everything to the left of = to be the tag name.

As a workaround for now, you can allow both axis:weight and axis (so it would properly close) tags.
