shah-smit, looking at your project I see that you are injecting CircuitBreakerRegistry in a unit test, this is the cause of the error "UnsatisfiedDependencyException"
To use CircuitBreakerRegistry, you must initialize the Spring context (with integration-test). Just add the annotation @SpringBootTest in your class HomeServiceUnitTest.
I see too that your pom is missing the actuator, and this error should be happen resilience4j/resilience4j#731
To solve just add:

<artifactId>spring-boot-starter-actuator</artifactId>
<version>2.2.5.RELEASE</version>

in your tests?
Just inject a CircuitBreakerRegistry see AbstractCircuitBreakerTest
.

and then
CircuitBreaker circuitBreaker = registry.circuitBreaker("backendC");
